The　Xianning　Flood　Control　and　Drought　Relief　Headquarters　Office　has　scheduled　to　launch　the　flood　control　Level　IV　emergency　response　at　9：00　am　on　July　27th．

Due　to　the　influence　of　Typhoon　No．　12　＂Hongxia＂，　there　will　be　moderate　to　heavy　rain　with　local　torrential　rain　in　the　city　on　July　28th，　accompanied　by　short－term　heavy　precipitation，　thunderstorms，　strong　winds　and　other　severe　convective　weather．　The　most　significant　period　of　impact　was　the　night　of　the　July　27th．　According　to　the　Article　4.2.1　of　the　＂Xianning　Flood　Control　and　Drought　Relief　Emergency　Plan＂，　the　Headquarters　Office　decided　to　initiate　the　flood　control　Level　IV　emergency　response　at　9：00　am　on　July　27th．

The　Headquarters　Office　urged　that　all　localities　and　units　should　remain　highly　vigilant，　closely　monitor　the　movement　of　the　typhoon　and　the　development　trend　of　rain　and　wind　conditions，　tighten　and　solidify　work　responsibilities，　closely　monitor　key　risk　points，　and　earnestly　carry　out　all　preventive　and　response　work．　It　is　necessary　to　strengthen　consultation　and　analysis，　promptly　release　early　warning　information，　resolutely　and　decisively　avoid　risks　and　evacuate　people，　and　ensure　the　safety　of　people＇s　lives　and　property．　The　24－hour　duty　and　shift　leadership　system　as　well　as　the　responsibility　guarantee　system　must　be　strictly　implemented．　Important　situations　should　be　reported　in　a　timely　manner　as　required．　（Xianning　Daily／Chen　Zhiru）
