  The past two years have witnessed Xianning University (Now the named has been changed to Hubei University of Science and Engineering) won 261 provincial prizes of technology, arts and physics, including 21 gold medals and 23 silver ones. In 2007, the university was rated as an “excellent institute of higher learning”. With its development approved by authorities at all levels, the university was awarded the advanced unit in mass sport, decent reputation, public health, dissemination of knowledge of law, and Management in accordance with the law. And The time has come for Xianning University to become a model unit of Hubei to facilitate better development.

  

  “Three Opens”

  Xianning University always attaches great importance to promoting the sense of serving the public, being responsible and uprighteous, and operating in a transparent manner. It seeks to publicize the affairs concerning the communist party, school management and finance, and eliminate manipulation and “power renting”.

  First of all, the university took the lead in open employment of cadres among its provincial counterparts. The party committee only provides employment requirements with no proposition of potential candidates. Therefore, all the faculty members are eligible to seek positions with their own qualifications. In addition, experts from the provincial organization department are invited as judges. The whole procedure is composed by open competition, democratic appraisal, inspection and appointment by the party committee. Open competition has optimized the quality of the cadres and lift up people’s trust of the party. Compared with 31% before, 69% of primary officials are under the age of 44, reducing the average age to 43. Those who are emerging are young teachers with high professional qualifications, high ratings of public approval and comprehensive capabilities.

  Second, much Emphasis is placed upon people-oriented education. Under the guidance of political democracy, transparency in work and participation by all, Xianning University bring into full play the role of democratic conferences such as staff representative conference, union member conference, and women representative conference in an attempt to seek advice and suggestions from different stakeholders. Based on these, a draft is made and subject to the decision of staff representative conference and union member conference. General issues require advice from the staff representatives and then the decision from the president office meeting. Thus this method is able to put all heads together and enhance cohesion in the faculty, which in turn facilitates breakthroughs in teaching. Meanwhile, the information personnel system is established by hiring over 3,000 people to collect information on party conduct, teaching, safety and students; the addresses of the electronic mailbox of the party secretary and school presidents can be found at the school home page, further boosting the transparency of important information concerning the school. 

  

  Last but not least, more than 20 systems on clean governance were rolled out, such as Rules for Implementation on Building an Incorrupt Party and Rules for Reimbursement. An audit system is carried out in regulating the spending on all aspects. A “rigid” budget system is reinforced to strengthen the public censorship on budget reports by all schools and departments. All these are to make sure that money is spent in a down-to-earth manner, excluding unnecessary expenditures.

  About the Reform---“Three Reflections”

  With “Three Reflections”, Xianning University gained a more accurate understanding of its development, more room for advancement and a decent reputation.

  How to develop a local university? After rounds of discussions, the party committee of Xianning University has presented “Three Reflections”, i.e. to promote self-reflection, to introduce more qualified personnel, and to implement democratic supervision.

  

  Having developed to the present state, the University should have a renewed understanding and rational orientation. Accordingly, it has decided to reinforce auditing, survey and research.

  In 2007, the institute invited provincial auditing department to audit the accounts of the university as a whole. In 2008, another comprehensive auditing was done for every school and every department; a system of auditing was formed for cadres who were to leave their posts.

  With self-reflection measures well underway on a daily basis, the school won the approval of the Ministry of Education in terms of its education orientation.

  Local universities are not in a position to compete with their counterparts that are affiliated to the Ministry of Education. However, they should not lag behind in their vision of development and pace of reform. To reach its goal, the party committee fixed a development strategy: introducing talents, seeking help from pre-eminent professionals, and seeking international cooperation. In February, 2008, experts from the Academy of Education Science were engaged to formulate a plan for strategic advancement of the university.

  With the foundation laid firmly, the issue of personnel is yet to be addressed. And the mission is on to look for top talents. Seizing the opportunity of building Dafan Nuclear Power Plant, the university invited academician Fan Mingwu, a Chinese expert in accelerators. Afterwards, it signed a cooperation agreement with China Atomic Energy Research Institute and jointed trained personnel with China Guangdong Nuclear Power Company(CGNPC). In addition, the university made its first step in international cooperation. After multiple reviews and efforts from various parties, it finally signed an agreement with Vinayaka Missions University (India) and Vellore Institute of Technology (India) in exchanging students and teachers for academic and cultural activities, collaboration in scientific research, and regular visits. The cooperation included medicine, IT, management and engineering.

  The party committee not only advocates intensifying anti-corruption education and inspection, but goes to the front for management, organize the bidding for purchase, and hold regular talks with cadres, so as to ensure the purity of the party and party cadres’ ability of anti-corruption governance. Last year, on its first democratic meeting, the party committee received 179 pieces of advice from the public, compiled 81 questions and organized a panel for research and implementation.

  Focused on “integrating into and serving Xianning based on its location”, the institute has pushed forward the local development.

  Xianning Municipal Government has presented objectives as follows: building Dafan Nuclear Power Plant, accomplishing the second phase of thermal power project in Chibi, and developing wind power generation in Jiugong Mountain. Accordingly, Xianning University provided new specialties such as electronic information science & technology, electrical engineering and automation. These specialties and relevant research platform were set up with help of China Atomic Energy Research Institute and academician Fan Mingwu, to promote the construction of the nuclear power plant and nuclear industry. In 2008, students could be recruited into three new specialties---nuclear medicine, nuclear chemistry, and engineering in nuclear physics. The year 2009 saw the founding of the school of nuclear engineering and technology.

  Construction of a new socialist countryside needs talents, which in turn, depends on education. Based on this, the university has been producing personnel for local medical service, education institutions and the like. In recent years, we have turned out over 30,000 teachers for primary and secondary schools, medical services, technological institutions, the Communist Party at all levels. To further serve the locals in an all-round manner, the past two years have seen the establishment of the national base for personnel training and accreditation, the municipal training center for general practice, the training base for municipal tourism personnel etc. So far, these facilities have provided 6021 practical members for various lines of work.

  With the advantage of its pool of intellectuals, Xianning University has carried out the activity of applying the scientific outlook for development with 100 professors into the market, so as to play its role in the knowledge-based economy, competition on the market, and education reform. On its path of “production, teaching and research going hand in hand”, it has embarked on its participation in local development. For the past five years, members of the activity have published over 100 papers on optimizing the agricultural structure, the safety mechanism of land and water resources in southeast Hubei, construction planning of small towns in the mountainous areas of south Hubei, etc. They have also undertaken more than 30 projects in collaboration with the Bureau of Land and Resources of Hubei Province, the Municipal Land Bureau, and some counties.

  The university students are fully mobilized to take an active part in promoting the local development. Currently, there are 6000-plus youth volunteers who have joined in a series of social practice. For instance, as a “marsh envoy of the World Wildlife Fund(WWF), the practice team of Luzhou Environmental Protection Agency has not only publicize knowledge concerning environmental protection and organize relevant activities voluntarily, but also done surveys, researches and data collection in places like Hong Hu lake and Futou Hu Lake, for which they received several prizes from the WWF.

  Years have passed and achievements are in abundance. Vigorous and well-managed, Xianning University is on the rise.
