　　In recent days, Industrial and Commercial Bureau of Chibi City implements six measures to vigorously rectify non-coal mines, to strengthen supervision and administration on non-coal mine safety production.

　　Strictly in accordance with the laws and regulations, the bureau do not register those enterprises without complete application materials and not conforming to legal procedures. As for the enterprises which do not meet the basic safety requirements or are still unqualified after rectification, and mines or mineral processing plants which are revoked the mining permit, their registration shall be cancelled according to law and this shall be publicized in newspapers to the public. Illegal mining spots or mineral processing plants without licenses shall be banned by law. Enterprises executives who hide the truth of internal contract, cover up illegal mining or provide facilitating conditions for lawbreaker, according to the legal procedures, shall be given the administrative penalty on both sides.

　　At the same time, enterprises shall strengthen self-management.  Internal contract shall be signed within a written contract, including clear rights and obligations of both parties. Contracts without signed agreement shall be treated as illegal contracts and contractors shall be punished as offering facilities to the offenders. Without the consent of the client/contractor or the approval of the department in charge, whoever subcontract the right to a third person without permission shall be treated as illegal subcontracting, and they shall be subjected to confiscation of illegal gains of both two sides and shall be fined according to the commercial and industrial laws and regulations.

　　Tongcheng County closely coordinates with relevant departments in a joint law enforcement, and severely cracks those violations such as excessive mining/excavation, illegal subcontracting, and unlicensed operation/exploitation.
